Displays Amber Alerts in the status bar, and displays a popup when a new alert is issued.
Known issues:
-Dialog box is not always sized correctly
-"Remind me in 5 minutes" button doesn't currently do anything, apparently.
-Multiple amber alerts will be ignored; only the top, most recent alert is shown in the alert dialog.
-RSS parser is designed around the single, default feed; there is no accommodation for other feeds (use at your own risk)
